My understanding is if the picture is copyrighted you will need permission - if you got it off a web site in the first place try emailing them and see what they say - they probably got it off a Google search in the first place (but that doesn't mean it still isn't copyrighted.)

Clipart is a bit general; if you mean clipart provided with Microsoft's Office distribution (although why the hell you would want to use that I don't know, it's all crap), I think that is provided for use free - on the other hand some clipart web sites make a living from selling clipart images...

Also depends who's going to be viewing it I guess - from the sound of it it will be fairly public and knowing that you work for the council (I assume it's something to do with work) that members of your borough will be using it, rather than it being restricted to a few people who aren't going to care a toss.

I'm not an expert (probably as much help as Sidders) - you'd be better off sticking this in the trash can, doesn't Betti do law?

Clipart is good ol' copyright free images... however crap they tend to be.

Most other images unless you created them yourself, it's best to get permission. That said there are archives of free images out there too.

hmm its not for the council but it is work related. I think the best bet might be just to not risk it.
