Thatcher is legally correct to call Mandela a terrorist. She has received unfair criticism for that comment.

David Cameron, the current British prime minister, apologized for Thatcher’s policies on apartheid when he visited South Africa in 2006. Cameron said his Conservative party had made “mistakes” by failing to introduce sanctions against South Africa, and that Thatcher was wrong to have called the ANC “terrorists.”

I didn't say she was correct morally for saying it but at the time of the quote she was legally correct in what she had said. Many countries in that time period were against the ANC and only in hindsight we can now see how wrong they were.

As the son of an Iranian immigrant I'm deeply against racism in all its forms so please don't mistake me for supporting her view. I'm just saying from a completely legal standpoint she was correct.

To be fair, Mandela did turn the ANC from a peaceful group to one that used armed tactics to try and force the government to yield to their demands (albeit that the demands were morally correct),by forming Umkhonto we Sizwe who were instrumental in several incidences of terrorism.

The US only declassified the ANC as a terrorist group a few years ago.

This reminds me of the scene from the office where the guy pops up and says that Mandela was a terrorist, and then Brent tells him that he's racist.

The difference is she was for the apartheid regime and against imposing sanctions because her husband had huge business deals going with South Africa and she wouldn't allow that to be jeopardised.

So her policies helped to prolong apartheid and led to much pain, suffering and death due to her own personal greed.
