There's a tutorial, it's very very easy to do yourself.

You'll have to hold on until you have 11.

Usually its better to wait until you have all the jingles before making the pak

I don't think that program will keep the animation, and I think he already has a place to host his sig (hence why we can see it!). Also, if he can create a sig that cool then I think he would know how to resize it.
