Nobody really knows, that's the stupid thing about it. He commisioned someone to produce a report to say that the 'wetlands' are rising (even though the 'wetlands' have never been mentioned before in Neighbours history) and that Ramsey Streety was going to be flooded. Yesterday we saw him putting some poision into a lake for some unapparent reason. Today he wants to abort the whole plan and says there's a better plot of land available in West Warratar for the proposed shopping mall. It's all very odd.

Didn't the guy ask why Paul didn't contact him when he poisoned the water - thus implying he was asked to do that rather than him doing it on his own
