I wouldn't worry about it, most people's upload is much slower than there download.

I could only download it at about 18k a second. Normally I get 224k a second, but thats probably because its been uploaded on a free hosting site...

http://www.rapidshare.de is supposidly quite good. I've never really used them for uploading, but have used it for downloading obscure Oasis tracks and its usually quite fast.
