Fine then I'd say it's a generic thing and men have a primordial instinct which also links back to childhood. It associates breasts with food and closeness and to a small infant these things would be very important. Over time we learn to feed ourselves and feel close in otherways but as the impulse is already strongly formed it lasts into adulthood.

As a result of this primordial desire, most civilizations now have laws either political or social which prohibit the general display of a woman's breasts thus making it more special when they are seen because there is the whole "forbidden fruit" element of them and the breaking of social taboos.

All of these things help to reinforce making viewing breasts special to a man. I just think it's great when a woman wears a corset and can balance a pint of beer on them!
