Hmm... It's hard to say, I like the 80's, 90's & 00's equally as all have had their great years and crap years, so I'd say a tie between those three.

For each decade the best & worst years for me are:

80's
Best: 1983, 1984, 1985, 1987 & 1988 (1985 in particular)
Worst: 1980

90's
Best: 1990, 1991, 1992, 1995 & 1997 (1997 in particular)
Worst: 1994 & 1998

00's
Best: 2000, 2001, 2006, 2007 & 2008 (2001 in particular)
Worst: 2003 & 2004

2009 has also started off as a great year, so far.

On balance I'd say either the 60s or 90s...but every decade has its good and bad. Obviously.
