Disingenuous self promotion of a product that a majority of your followers won't be interested in is an engagement strategy which will yield awful results. It's likely to incite your audience to unfollow, and as Chris doesn't have any content to draw new followers in - it would be very difficult for him to retain his current figures.
As Chris will need to rely on his Twitter following to launch or promote any future projects, he would do well to avoid doing such things. When people follow an account on Twitter, they will only unfollow if you give them a reason to - it would make a lot more sense to stay quiet if you have nothing interesting to say, but interject occasionally with generic tweets. Something which Chris has been doing.
Chris' twitter account is ultimately akin to a corporate account, and if he uses it to repeatedly plug an old product - he will lessen the impact which the account could potentially have in the future.
