I've heard that Adobe Audition (Used to be CoolEdit I think) is good, never used it myself though.

Wavepad(free), if you are spending money then get the nero 6 edition. A good mp3 converter Switch

Yes it is - as far as I know, its one of the best out there, of course it comes at a price!

I've use Adobe Audition, and Sonic Foundry's Sound Forge, both are pretty good, I'd chose Sound Forge over Audition though.
