If there is no watershed or rules on radio, how can people like Moyles and Cox be given warnings and told off by the broadcasting standards if there are no rules to break?

There are rules - just not SET watershed like on television, it depends entirley on the context of the programme.

The producer guidelines show what is acceptable and what is not.
The BBC ones is like a bible for many producers.
