It makes me very angry when people do this - buying more tickets for an event than they need and then selling them on at ridiculously over-inflated prices. The Glastonbury tickets sold out within 24 hours of going on sale, and many are now appearing on eBay and the like. Your brother's ticket has a buy-it-now price of £400! This prices many genuine music lovers (like me and my friends) out of the market.
One way of stopping this would be to print the name of the ticket buyer on the ticket itself, so that the ticket is only valid when accompanied by a form of photographic identification, like a passport or driving license. This would stop the practice of selling tickets on - nobody will want to buy a ticket with someone else's name on because it won't be valid.
