Can anyone explain to me what exactly it is and how to turn it on as well, if indeed it does need to be turned on at all as mine says its off for some reason?

It's a protocol that (as far as I can tell) splits up packets of data and reassembles them at t'other end - what are you trying to do as I wouldn't have thought this is the sort of thing that usually comes up in everyday net surfage....

well i've been told that if i have it turned on then it cud make my internet speed faster as it doubles it or sumthing

Hmm, sounds dubious - I wouldn't think it's something you can just enable - I'd guess (and I stress I am only guessing) that it's more the sort of thing network engineers need to worry about than your average home user.

oh god no, i'm not worrying about it! its just that if it is something that will actually make my internet speed faster ie. doubled from 56k to 112k then i would like to know how if thats possible.
