I think this person was saying that there will be an extra 12 channels made available for freeview, not assigned to a network yet.
But you're probably right, he was arguing with someone who had Sky+ saying that Freeview is expanding and within a few years it will overtake Sky!
I'm not sure how the digital terrestrial system works, but I thought they had all the available Channels already, and the 'empty slots' will be sold off in the future.... as in they already have all the channels

Well Freeview has very little space left. I doubt it has room for 12 channels before the switchover.

The new channel4 channels - More4 and More4 +1 launch on 10th October. ITV4 starts 1st November.

Beings we were talking new channels, Sky Three is coming on Freeview in the next month or so.

Yeah, it's replacing Sky Travel. It will have shows from Sky One such as series 3 of 24. I think i read somewhere that it starts in November.

Can't wait for Sky Three. Yes, it's a year and a half old shows but they're still superb and a lot won't have been on terrestrial.

What we need though are the old UK Play shows - Moyles, Rock Profiles etc etc. It really was a superb channel, why did it close?

yeah it was an ok channel. that thing they had on saturday afternoons with the football results and music was a good idea but didnt really work. rock profiles were good but they can be seen on vh1 on occasion. also they used to have som classic partridge episodes on as well.
