Its got nothing to do with who the PL 'want to keep' in the league, the decision was made by an independent panel not controlled or governed by the PL in anyway. All the clubs agreed to the procedure that brought together the commission and in there is no legal grounding to over-turn the commission's sanctions.
In a perfect world I'd say you're right there story, but alas I expect there's a lot more going on in the back ground. If you're trying to keep your league at the top, and popularise it amongst peers, then it's better that it contains the big (as in well know/respected) clubs, and although independent I'm sure the commission would share that view with the PL.
