I too don't understand that (as well as the bit that says "Sheriff Colin Miller also placed Stewart on the Sex Offenders Register for three years"); I think that, OK it's a weird perversion, but he's been treated a bit harshly. He wasn't doing it in public and presumably the bike hasn't complained about the act.

I was thinking the exact same thing. He was only caught because the cleaners had a master key, it's not as if he forced them to watch him, or, as you said, was doing it in public or in any way deliberately affecting another person.
