If there is no watershed or rules on radio, how can people like Moyles and Cox be given warnings and told off by the broadcasting standards if there are no rules to break?

Because as mentioned before it's kind of a case of the station itself makes up the rules & regulations which all DJ's must obey.

There are rules - just not SET watershed like on television, it depends entirley on the context of the programme.
