To acquiesce is to give in to someone else's wishes, to let yourself be persuaded. So acquiescence is the act of being persuaded.

I think he is Iain Smith myself with a different username. When people are banned from the forum can they re-register with a different alias or is the ip blocked?

The IP is usually blocked (I didn't ban iainsmith as I wasn't moderator at the time but that's usual practice). There are ways round that though, like cloaking your IP, or posting at work as opposed to home or something.
