I'm not sure, i have never done this before but others on the board have. I guess you will need a copy of the song, and record your voice in time, and send me the file

It isn't as simple as the BBC paying the royalties as changing the lyrics makes a praody of the song and that's a whole different legal ball park. Off hand Im not exactly sure what the exact rules are,(my music copyright books are now in the loft since finishing my music Industry management degree) but it is possible to play a parody on the radio (As Chris has proved in the past) but I think it means getting permission etc or at least paying higher royalties.
