Miles is the studio resources person for Radio 1 (Correct me if I'm wrong here Aled/anyone else) and is respsonsible for booking the studios for people. It wouldn't really have been his fault, it's just that he's basicaly in charge of the studios so that's why Chris said to blame it on him. In reality, it'll be an engineering problem.
They said there was a technical fault with the desk - could have been anything from just the mics not working, or the whole desk having output problems, small electircal fault, someone pressing a wrong button, some random cable getting yanked out, etc, etc, etc - could be a million things.
The emergancy DAT (Digital Audio Tape) is at BH (Broadcasting House) where all the studio signals go to and there is a timer/sensor circuit for each "channel" (radio 1, 2, 3, 4, 5, etc, etc) so that if the station remains electricaly silent for a set amount of time the DAT will kick in.
