because bandwidth costs a lot and signatures and avatars use up a lot of bandwidth. you'd have to be a chump to host them for free and not expect to lose huge amounts of money.

it would be possible to impose adverts over hte signature images, by either extending the image a bit in either direction or overlaying a small amount of text in a corner. would be quite easy to program, but i'm not sure if anyone would want to use them then. one thing that some hosts do is to set cookies on everyone who views the images. im not sure how much information they can get setting cookies like this but it doesn't bode well for privacy.
