can someone tell me what it meant? i had a letter telling me that the DVLA was fining me £25 because i hadnt registered my car as being off the road, but my uncle was meant to sort it out for me, cos it was his car. now i have to pay the £25 because it hasnt been registered. can they do that? and why?
