I know that on Cool Edit there is a Db raiser in the Amplifier section but is there a way to make the sound/MP3 an exact Db level or can you just raise it?

If you do Effects > Amplitude > Amplify then click on the Calculate button on the bottom left of the window it calculates it to a peak of 0db (or what ever you have set)

Right thank you. I have Cool Edit 2 so I'll give that a shot tonight. It's just I've downloaded all the songs off the Simple Plan album but some are different Db levels to the rest so I want to make them the same!

AFI is hilarious! stephen's right, i'm very familiar with them as they're from the east bay (the posh parts), and one of my friends lived with davey havoc. every time davey havoc came to gilman all these 14 year old pseudo goth girls from posh families would just fawn all over him. if anybody wants to say that afi didn't change their sound after signing to dream works is on crack, and thus they sold out. they were mediocre in 1994, and they're just amusing now. davey havoc's make up tips! and their vegan agenda, it's all laughable.

I didn't know them back in 1994 so I don't know what they were like back then but now-a-days I love them, it's really good music, especially their new album!
