it probably depedns on how well you read the language. man, this would make chomsky drool.

That could be the ultimate reading test at uni in another language. Can you read a few paragraphs of French written that way and answer questions on it.
There's a book by Iain M. Banks called Feersum Endjinn. About a third of the chapters are written in a phonetic/bad spelling manner (Feersum Endjinn = Fearsome Engine). Lent it to a Spanish person learning English and he said it was the hardest thing he'd ever tried to read.
